The plan includes removing "the obstacles to an efficient and modern inter-agency cooperation," the TT news agency reported. The agencies involved are the Swedish Security Service, the Swedish Military Intelligence and Security Service, and the National Defence Radio Establishment.
The previous strategy paper, released four years ago, suggested that Sweden has little risk of being targeted by terrorists. The new one changes the emphasis.
"It's about prevention, stopping attacks and preparing ourselves in case something happens," Justice Minister Beatrice Ask told the Stockholm newspaper Svenska Dagbladet.
Ask said one proposal dropped because of lack of political support is revoking Swedish citizenship for immigrants who conceal terrorist connections.
